The Diversion Center Launches Certified AI Workforce Development Specialist Program for SNAP and WIOA Participants

In today’s rapidly evolving job market, knowing how to use artificial intelligence (AI) is no longer optional — it’s essential. That’s why The Diversion Center, a leader in court-approved classes and career readiness programs, is proud to announce the launch of its Certified AI Workforce Specialist Program — a bold new workforce development initiative and employment training program that empowers job seekers with AI skills from prompt to paycheck. This training program is supported by key legislation such as the Opportunity Act, which funds and guides workforce development and employment training efforts.

The program is administered in collaboration with the appropriate department, such as the Department of Human Services and the Department of Labor, which oversee SNAP and WIOA programs. As the global economy increasingly demands advanced digital and AI skills, this initiative helps prepare participants to compete and thrive in a worldwide marketplace.

Led by Dr. Derek Collins, CEO of The Diversion Center, this program is designed to serve individuals receiving SNAP benefits or participating in a public assistance program, as well as those eligible for WIOA funding through the Eligible Training Provider List (ETPL). The program’s collaborative approach is further strengthened by interagency efforts such as the iWORC committee and the opportunities resource committee, which work to bridge service gaps and enhance workforce development in Georgia.

The Certified AI Workforce Specialist Program aims to assist Georgians in gaining valuable skills, leading to less reliance on public assistance programs and greater economic independence.

What Is the Certified AI Workforce Specialist Program in Workforce Development Programs?

The program is a 12-week intensive training designed to upskill job seekers in the most in-demand AI platforms and digital tools used in today’s workforce. The program structure is overseen through comprehensive training administration by relevant agencies to ensure quality and compliance with federal and state guidelines. Participants will get hands-on experience with:

  • ChatGPT – For writing, communication, and ideation
  • Perplexity AI – For AI-powered research
  • Canva – For graphic design and branding
  • Veo 3 & Captions – For AI-generated video production
  • Manus AI – For task automation and productivity

By the end of the program, students will have built a digital portfolio, earned a certificate, and acquired practical knowledge that helps them get hired, freelance, or launch their own business. The program produces trained workers who are ready to meet employer needs and fill high-demand roles, supporting workforce development goals under the WIOA program.

Integrated with “How to Be Successful With or Without a College Degree”

What makes this program truly transformative is its integration of Dr. Collins’ personal development and life skills curriculum: “How to Be Successful With or Without a College Degree.”

This component focuses on:

  • Goal setting & career mapping
  • Entrepreneurial thinking
  • Soft skills development
  • Financial literacy
  • Work ethic and mindset training

It ensures that participants don’t just walk away with digital skills — they leave with the confidence, clarity, and structure to succeed in the real world.

Who Is This For?

  • SNAP recipients seeking employment or better job opportunities
  • WIOA-eligible individuals looking to gain a competitive edge
  • Young adults and career changers ready to break into the tech/digital space
  • Returning citizens and underserved communities
  • Anyone who wants to learn how to monetize AI and digital tools — even without a college degree

This program is also suitable for individuals who have participated in other programs focused on workforce development or public assistance.

Funding & Reimbursement

The program is structured to be funded through WIOA and SNAP Works:

  • WIOA (ETPL): Participants can get 100% tuition coverage, valued at $5,000
  • SNAP Works: Providers receive 50% reimbursement for allowable costs and ~$215/month per participant in support services

Similar funding models are used in programs statewide to support workforce development and address service gaps.

The program qualifies under Work Readiness Training (EPWRT) and Vocational Education, making it an ideal solution for workforce boards and case managers seeking high-impact placements for their clients. Sharing program information with workforce boards and case managers is essential to ensure effective placements and maximize client support.

Why AI Skills? Why Now?

According to LinkedIn and labor market data, skills in AI-assisted writing, video production, branding, and research are among the fastest-growing job competencies in 2025 and beyond.

From small businesses and nonprofits to remote startups and digital agencies, employers are actively hiring individuals with prompt engineering, Canva design, and AI productivity skills.

Virtual Resources and Accessibility

In an era where digital access is key to workforce innovation, the SNAP Works program is leading the way by offering a comprehensive suite of virtual resources designed to empower job seekers across Georgia. Through its robust online platform, participants can tap into a wide array of workforce development programs, including vocational training, adult education, and on-the-job training—all from the comfort of their own homes.

The SNAP Works program provides dynamic training services such as virtual job fairs, remote supervised job search activities, and interactive career development workshops. These training opportunities are tailored to help individuals build in-demand skills, connect with employers, and navigate the public workforce system with confidence. Technical assistance and support services are readily available, ensuring that every participant receives the guidance they need to access resources, maximize services, and achieve their employment goals.

Accessibility is at the heart of the SNAP Works initiative. The program is committed to providing equal access for all, offering accommodations like interpreter services and accessible materials for participants with disabilities. By partnering with educational institutions and community-based organizations, SNAP Works ensures that its programs are consistently shared statewide, reaching low-income citizens in local areas and bridging gaps in the workforce development system.

This initiative, created by the Division of Family & Children Services (DFCS), brings together similar organizations to discuss program updates, strategize ways to improve employment outcomes, and support the development of a skilled workforce. By leveraging virtual resources and fostering collaboration, SNAP Works is helping Georgians gain the skills and jobs they need for long-term success—reducing reliance on public assistance programs and driving economic growth throughout the state.
